Capital One is a credit card company that makes their money off of the fact that they extend credit to many different people, and take advantage of people who don't know how credit cards work.
I was one of those people who got a credit card from them with a nice limit, and what I thought was a decent rate. Now I know that it wasn't, but they gave me one of my first cards. I got behind on my payments, got hit with large fees, and ended up owing them a bundle of money, based on my ignorance.
However, I think that in the end, Capital One is a pretty good company. When I had to deal with them, they were helpful, and were willing to work with me to reduce my monthly payments to something I could afford. They wanted my money, and they did everything they could to make sure I could give it to them.
I actually like the company, but it is important to be aware of what you are getting into. They never lied, or had bad customer service, they simply take advantage of the whole concept of credit, which is usually bad for the consumer. So if you get a credit card from them, know what you are getting into, and they are a good company to work with.
